What Texas Foster Care Providers Need to Know Before September 1, 2027
The T3C credentialing timeframe on September 1, 2027 is getting closer, and an important placement shift is giving Texas foster care providers a reason to act sooner rather than later.
Beginning March 1, 2027, SSCC's and DFPS will begin granting placement preference to providers, who are T3C credentialed or have a T3C application submitted. (This was initially announced at the TACFS conference in Grapevine, TX on September 23rd. Additional email communication has been provided by DFPS.)
T3C is a requirement. It is not optional, if your organization desires to serve new placements. T3C takes time to implement and integrate throughout your organization. The DFPS review process once an application has been submitted can take months. The message is becoming increasingly clear: Waiting too long to prepare for the T3C completion timeframe may put your organization behind and put your organization at risk of not fulfilling the mission to serve children in need.
DFPS has established September 1, 2027 as a major timeframe in the Texas Child-Centered Care transition. Providers subject to T3C requirements must be credentialed for at least one T3C Service Package before September 1st to continue serving new placements.
If your organization has not started the T3C credentialing process, now is the time to understand what the T3C application timeframe means and create a plan for moving forward.
When Is the T3C Credentialing Timeframe in Texas?
The T3C credentialing timeframe is September 1, 2027 for providers subject to the requirement.
Importantly, this is the deadline to become credentialed, not simply to start or submit a T3C application.
Submitting a T3C application is not the same as becoming fully credentialed. Submission begins the credentialing review process. DFPS reviews the application and supporting documentation to determine whether the provider meets the initial eligibility requirements for the Service Packages it is seeking credentialing for.
Additional implementation requirements may still need to be completed before an organization receives an Active Full Credential. That is why providers should not wait until the T3C credentialing deadline to submit an application. Full Credentialing requires providers to demonstrate that they meet the requirements for the specific T3C Service Packages they intend to provide. Depending on your organization’s readiness, that can involve updated policies and procedures, staffing, Evidence Based Treatment Model and Service Package training, documentation, Logic Models, outlining a continuous quality improvement process, and implementing an Electronic Case Management Software.
Why March 1 Matters for T3C Placement
Beginning March 1, 2027, SSCCs and DFPS will prioritize placements into organizations that are T3C credentialed or have submitted an application. This means your organization may receive fewer, or no additional placements if you are not in the T3C review process or have a Full Credential. This looming date makes T3C readiness increasingly important for organizations thinking about serving children in need, serving new placements and contracting with SSCC's. As Texas continues transitioning to T3C, providers should understand how their credentialing status, Service Packages, capacity, and regional needs may affect placement opportunities beginning on March 1st.
When Should Your Organization Start Preparing for the T3C Deadline?
If your organization has not started, now is the time. Preparing for T3C credentialing may involve reviewing your T3C Service Package, crosswalking your organization’s license/permit to the T3C Blueprint, policies and procedures, staff and caregiver training, researching and identifying an evidence-based Treatment model, Logic Models and requirements specific to the selected Service packages.
Every organization will have different gaps. Identifying these potential gaps or needs early gives your team time to address them before submitting a T3C application.
Already working on your organization's T3C application? If you have already started T3C credentialing, keep the process moving. Wherever your organization is in the process, the goal is the same: continue making measurable progress toward T3C credentialing and implementation.
Don’t Wait Until the September 1, 2027 Application Timeframe. Between the March 1 placement shift and the September 1, 2027 T3C credentialing timeframe, Texas foster care providers have an important window to prepare.
Start by asking:
Which T3C Service Packages do the organization intend to provide?
How closely do the organization's current systems align with T3C requirements?
What gaps could delay the organization's application?
What operational changes does the organization need to make?
Who on the organization's team owns the T3C credentialing process?
Answering these questions now can turn the deadline into a manageable plan.

Frequently Asked Questions About the T3C Credentialing Timeframe
Do I have to submit my T3C application by September 1, 2027?
Yes. September 1, 2027 is not simply an application submission deadline. Providers subject to the requirement must become credentialed before the timeframe. Because the credentialing process includes application review and may involve additional implementation requirements, organizations should plan to submit prior to September 2027.
Is submitting a T3C application the same as becoming T3C credentialed?
No. Submitting an application begins the credentialing process. This process with DPFS may take months before receiving an Active Full Credential, so the sooner your organization begins preparing the better.
What happens if a foster care provider is not T3C credentialed by September 1, 2027?
Texas foster care providers, who are required to become T3C credentialed, will not be able to serve new placements, if they are not credentialed.
Why does March 1, 2027 matter for T3C?
Beginning March 1, 2027, SSCCs and DFPS will give placement preference to providers that are T3C credentialed or actively progressing through the application process.
How does T3C credentialing affect foster care placements?
T3C is designed to match the individual needs of children and youth with appropriate Service Packages and providers prepared to deliver those services. An organization’s T3C credentials identify the Service Packages it has been credentialed to provide, and placements are preferred with T3C credentialed organizations.
When should our organization start preparing for T3C credentialing?
Organizations that have not started should begin preparing now. T3C credentialing can involve Service Package selection, policies and procedures, staffing, training, Treatment Models, Logic Models, documentation, quality improvement, data systems, and other operational requirements that can take months of preparation and submission time. Starting early gives providers more time to identify and address gaps and implement T3C throughout the entire organization.
Can we still apply for an Interim T3C Credential?
No. The Interim Credential application is no longer available as of January 2026. Organizations beginning the credentialing process should review the current DFPS Full Credential requirements and determine which pathway applies to their organization.
Where can I learn how to complete the full T3C credentialing process?
Rock Solid Foundation’s Guide to T3C Credentialing explains the credentialing process, including Service Packages, Treatment Models, Logic Models, Continuous Quality Improvement, application preparation, submission, and maintaining an Active Full Credential.
